Are my images uploaded to a server?

No. Every operation runs entirely inside your browser using your device's own processor. Your files never leave your computer, so the tool works even with the page disconnected from the internet after loading.

Can the blur be reversed?

No. Kotopig rewrites the actual pixels in the area, so the original detail is permanently destroyed in the downloaded file — unlike a black box layered over a PDF, there's nothing underneath to recover.

Should I use blur or pixelate?

Both hide content. Pixelate (mosaic) gives a clean, obviously-censored look that's best for faces and text; blur is softer and blends in more. Use a high enough strength that the detail is unreadable.

Can I hide more than one thing at once?

Yes. Drag as many boxes as you need — every face, name or plate in the photo — and they're all redacted together when you download.
